OUR PURPOSE
STARR Resiliency Agency exists to address the critical need for specialized services to children and youth who have experienced trauma resulting in their involvement with the Texas Department of Family and Protective Services (DFPS) for Region 7A. We stand as a beacon of hope for the most vulnerable children in our community, providing comprehensive care that goes beyond basic needs to address the deep emotional and psychological wounds of trauma.
OUR MISSION
STARR’s mission is to meet the needs of children by providing a safe and nurturing home environment. We seek to surround these children with adults who will love, care for, and support them, so they may overcome adversities and grow into their God-given potential while maintaining family and community connections.
Our Vision
To achieve permanency and stability in the lives of children and youth who are temporarily or permanently displaced through the provision of wraparound services including housing, therapeutic intervention, life-readiness skills training, and comprehensive support services tailored to each youth’s unique needs.

OUR JOURNEY
STARR Resiliency Agency was founded with a clear purpose: to fill the critical gap in trauma-informed residential care for children in Texas DFPS Region 7A. Our founders recognized that vulnerable children needed more than temporary shelter—they needed comprehensive, therapeutic environments where healing could flourish.
Currently pursuing licensure from the Texas Department of Family & Protective Services as a General Residential Operation (GRO), STARR is committed to meeting and exceeding all state standards for quality child-centered care. Our pursuit of excellence drives every aspect of our program development.
We’ve assembled a dedicated team of trauma-informed professionals including licensed therapists, experienced residential counselors, education specialists, and medical professionals—all united in their commitment to transforming young lives through compassionate, evidence-based care.
As we establish our permanent contract to operate as a GRO, we’re positioned to serve hundreds of children annually, providing the continuous 24-hour awake supervision and wraparound services that create lasting transformation in young lives.
